New Taipei became a special municipality on 25 December 2010, when the former Taipei County was upgraded. Its 29 districts are the old county’s townships, which is why the city stretches from the Tamsui River mouth to the Pacific coast at Gongliao and up into the mountains of Wulai.
The average hides two very different cities
An average of about 1,971 people per km² describes almost nowhere in New Taipei. The six flat districts along the rivers facing Taipei — Banqiao, Sanchong, Zhonghe, Yonghe, Xinzhuang and Luzhou — hold 2,165,477 people, over half the city, on 92.5 km², about 4.5% of its land: roughly 23,400 per km². Yonghe alone reaches about 37,000 per km², more than five times Hong Kong’s territory-wide average.
At the other end, the five mountain districts of Wulai, Pinglin, Shiding, Shuangxi and Pingxi cover about 854 km² — over 40% of the city — with about 30,600 residents, under 1% of its population. Wulai, the largest district at about 321 km², averages about 19 people per km². All district figures come from the same year-end 2025 table as the city total.
